# WhatsApp MCP: what Meta's WhatsApp Business Tools server can and can't do

By Ömer İlhan, Founder · Updated 13 October 2026 · 5 min read

In September 2026 Meta released its own MCP server for the WhatsApp Business Platform. You add it to Claude, Codex or ChatGPT, sign in with your Meta account, and then you can ask the assistant to list your [WhatsApp Business Accounts](https://getrapio.com/resources/whatsapp-business-account/), draft a template or send a message, in plain words.

It's useful. It's also narrower than "run WhatsApp from ChatGPT" makes it sound. This is what's in it as of October 2026, what you need before it works, and where it stops.

One note on the name. Search for "WhatsApp MCP" and you'll also find community projects that connect an assistant to a personal WhatsApp number. This article is about Meta's own server, for businesses on the [WhatsApp Cloud API](https://getrapio.com/resources/whatsapp-cloud-api/).

## What you need before it works

The server acts as you, on your own Meta assets. Meta lists three things you need first:

1. **Admin access to the business** you want to manage (the MANAGE role).
2. **A Meta app of your own**, with the WhatsApp use case, connected to that business, where you're also an admin. Being admin of the business isn't enough on its own.
3. **Meta's Cloud API terms of service accepted** for that business. Until an admin accepts them, sending messages and registering numbers are blocked.

The second point is where most marketing teams stop. If you connected your WhatsApp Business Account through a provider, or through software like Rapio, the app belongs to them, not to you. To use the MCP server you create your own app at developers.facebook.com and connect your business to it. It's a developer task, though a short one.

You don't need App Review for it. Meta only asks for review when an app reaches other businesses' data; an app that only works on your own business skips it.

If something on the list is missing, the server tells you what and links to the page where you fix it.

## Connecting it

Meta gives steps for four clients. In Claude Code it's one command:

`claude mcp add --transport http whatsapp_business_tools https://mcp.facebook.com/whatsapp_business_tools`

Then run `/mcp` in a session and sign in. In Claude Desktop, the Codex app and ChatGPT you add a custom connector with the same address. Clients that only run local servers can reach it through the `mcp-remote` bridge.

You sign in with your Meta account. On the consent screen you pick which businesses and apps the assistant may use, and it asks for three permissions: `business_management`, `whatsapp_business_management` and `whatsapp_business_messaging`. You can take access back at any time under facebook.com › Settings › Business Integrations.

One thing to expect: you sign in again every time you restart the client.

## What you can ask it to do

Every tool works inside a business you picked at sign-in, so a session usually starts with "list my businesses".

| Area | What it can do |
|---|---|
| Your accounts | List your businesses, the WhatsApp Business Accounts under each, and their phone numbers with status |
| Phone numbers | Add a number, send it a verification code, verify it and register it for messaging |
| Message templates | List and open templates; create, edit and delete them |
| Messages | Send an approved template, or a free-text message to someone who wrote to you [in the last 24 hours](https://getrapio.com/resources/glossary/#customer-service-window) |
| Webhooks | Set the address where WhatsApp sends events, and subscribe a WhatsApp Business Account to it |
| Account set-up | Check that a payment method and [business verification](https://getrapio.com/resources/glossary/#business-verification) are in place and link you to what's missing; give you a link to create a system user token |

Before each send, the assistant confirms the recipient with you.

## Where it stops

Meta is clear about the scope. Its announcement says the server is "built for development and testing workflows, not production sending at scale." Here's what that means in practice. Say you have 2,000 customers who [opted in](https://getrapio.com/resources/whatsapp-opt-in/), and a sale on Friday.

**One message at a time.** The send tool takes one recipient. The assistant can work through a list by calling it again and again, but each call is a separate send that it confirms with you, and Meta rate-limits each tool per user. That's fine for ten people. For two thousand it's slow, and it stops whenever you hit the limit.

**It doesn't hear back.** Delivery receipts, read receipts, a customer's reply, someone answering "STOP", a template being paused: WhatsApp sends all of these to the [webhook](https://getrapio.com/resources/glossary/#webhook) address. The server can set that address, but it doesn't receive what arrives there, and there's no tool in the list for reading incoming messages. So the assistant can't tell you who replied, and it can't keep people who opted out off your next send.

**No reports.** Nothing in the tool list reads analytics. The assistant can't tell you how many people a message reached, how many read it, or what it cost.

**No schedule.** There's no tool for sending later. The assistant does things while you're talking to it.

**Free text only inside the window.** A customer has to have written to you in the last 24 hours. Otherwise only an approved template goes out.

**It's a beta.** Meta says the server is rolling out gradually, so you may not have it yet, and that the tools may change.

## What it costs

Meta doesn't list a fee for the server. What you send through it are ordinary Cloud API messages: Meta charges for each delivered template message at the [rate for the recipient's country](https://getrapio.com/resources/whatsapp-api-cost/), and since October 1, 2026 it also charges for replies inside the 24-hour window, at the same rate as its utility messages.

## Who it's for

If you build on the Cloud API, it's a handy debugging partner. You can check a number's status, look at a template or fix a webhook subscription without clicking through Business settings.

If you run your own account and message a small list now and then, it might be all you need.

If you send campaigns every week to thousands of people, you need something that keeps working when you're not in the chat: something that receives the replies and the opt-outs, spreads a send over days, and still has last month's numbers. We put the two side by side in [WhatsApp MCP with Claude or Codex vs Rapio](https://getrapio.com/resources/whatsapp-mcp-vs-rapio/).
