Meta's WhatsApp MCP server lets Claude or Codex act on your WhatsApp Business Account. You ask in plain words and it lists your numbers, writes a template or sends a message. Rapio does some of the same things, so it's a fair question: which one do you need?
We make Rapio, so keep that in mind as you read. We've tried to be straight about where the MCP server is the better choice.
The MCP server is good at doing one thing when you ask for it. Rapio is built for everything around a campaign: the list before it, the send spread over days, the replies and opt-outs that come back, and the numbers a month later.
Meta says as much: it built the server "for development and testing workflows, not production sending at scale." The gap isn't a feature Meta forgot. It comes from what an assistant in a chat is:
If you haven't seen the server yet, start with what Meta's WhatsApp Business Tools server can and can't do.
| What you want to do | MCP + Claude or Codex | Rapio |
|---|---|---|
| Campaigns | ||
| Send a campaign to 5,000 people | Not in practice. There's no bulk send. The assistant messages each person separately, confirms each one with you, and runs into the rate limit. | Yes. One campaign. |
| Stay within Meta's daily limit | No. Meta caps how many people you can message in 24 hours, and there's no tool that waits for the cap to reset and carries on. | Yes. The send is spread over days, pauses at the limit and carries on the next day. |
| Never message someone who replied "STOP" | No. Opt-outs arrive by webhook and the server doesn't receive them. You'd have to clean the list yourself. | Yes. Your opt-out list is applied before every send. |
| Clean up a list: number formats, duplicates, bad rows | There's no tool for it. The assistant reads your file its own way each time. | Yes, automatically when you import. |
| Plan the month's campaigns on a calendar | No. | Yes, in Campaign Planner. |
| Templates | ||
| Write a template and submit it to Meta | Yes, by describing it. You don't see how it will look on a phone. | Yes. An editor with a phone preview, and warnings about what Meta would reject before you submit. |
| Hear about it when a template is paused or its quality drops | No. Meta sends that by webhook. If you ask, the assistant can read the template's current status. | Yes. Template Updates tells you, and a campaign using a paused template stops. |
| Conversations | ||
| See who wrote to you and reply | No. Incoming messages only reach your webhook server, and there's no tool to read them, so the assistant doesn't know who wrote or what they said. It can send a reply, but you have to tell it what it's replying to. | Yes. The Inbox shows every incoming message, with photos and documents, and a count of unread ones. Anyone on your team can reply. |
| Know who's writing and what you sent them | No. | Yes. Next to the conversation: their customer lists and recent campaigns. |
| Reporting | ||
| See how many people a campaign reached and read, and why the rest didn't get it | No. Receipts arrive by webhook, and there's no tool for reports. | Yes, for each campaign, with the reasons messages didn't arrive. |
| See what a campaign cost | No. There's no tool for costs, and Meta reports cost by country, day and template, not by campaign. | Yes. Each campaign shows its Meta cost, estimated from Meta's rates. |
| See which template gets the most clicks | No. There's no analytics tool. | Yes, in Templates Analytics. |
| Look back at last year's campaigns | No. Nothing is kept outside your chat history, and . | Yes. Kept for as long as your workspace exists. |
| Your team | ||
| Give teammates access, with roles | No. Everyone connects with their own Meta account and works with everything that account can do. | Yes. Invite people as admin or member. |
| See what teammates did on your WhatsApp Business Account | No. There's no tool that shows what your teammates did; each person works in their own chat. | Yes. Change History shows every change, who made it and when. |
| Integrations | ||
| Bring customer lists from Shopify or Google Sheets | No. | Yes. |
| See the visits, sales and revenue a campaign brought to your site | No. The server only connects to WhatsApp, not to Google Analytics, so you'd match the two yourself. | Yes. Connect Google Analytics and it shows in the campaign's report. |
| Account set-up | ||
| Connect your WhatsApp Business Account | First create your own Meta developer app, add the WhatsApp use case and be its admin. Then add the server to your assistant and sign in. | Sign up and pick your account in Meta's window. No developer app. |
| Add a phone number | Yes, from the chat. | Yes. The code arrives by text or call. |
| Set up a payment method | It checks whether one is in place and links you to where you add it. | It links you to WhatsApp Manager, where you add it. |
| Price | ||
| What you pay | Meta doesn't list a fee for the server. Meta charges for the messages you send. | A fixed monthly plan from $79, plus Meta's charges for messages. |
You're comfortable setting up a Meta app. You send now and then, to a list small enough to go through by hand. You check the results in WhatsApp Manager, or you don't need them. And it's you doing it, not a team.
In that case the MCP server and an assistant you already pay for may be all you need. It's also the quicker way to add a number or look into a webhook problem.
You send every week or every month. Your lists run to thousands. Someone will ask what last month's campaign brought in. People reply, and someone has to answer them. More than one person touches the account, and you want to know who did what.
None of that fits in a chat, because all of it keeps going after the chat ends.
They don't get in each other's way. Meta lets more than one app subscribe to the same WhatsApp Business Account, so Rapio and your own Meta app can both work with it. A template you create or edit through the assistant shows up in Rapio too, marked as made outside Rapio, and you can use it in a campaign once Meta approves it.
Yes. You'll need your own Meta app connected to the same business, as described above. Rapio keeps working as before.
Meta doesn't list a fee for it. The messages you send through it are billed by Meta like any other Cloud API message.
Meta says its tools will change during the beta, and it may well add more. Receiving replies and opt-outs, carrying a send over several days and keeping a shared history all need something that runs when nobody is in the chat. That's the part Rapio does.
Meta bills the messages at its list price. We charge a fixed fee for the software.
